License-gated
NetManager appears in the sidebar only when your license includes the netmanager feature and you're signed in as staff. The containers ship in the standard bundle behind the netmanager Compose profile — see Installation.

Why it lives in your helpdesk
When ticket #0042 says "the Globex file server is down", NetManager is one sidebar click from the rack it lives in, the switch port it's patched to, its IP allocation, and the credentials vault entry — no context switch to a separate tool.
